"Reverse DNS" is a bit of a misnomer, or at best confusing.

The special IN-ADDR.ARPA. domain is used for PTR records (address -> name 
translation). The authoritative nameservers for your address space are 
usually delegated by your hosting company or ISP. If you want to run your 
own rDNS, you'll need to set up the zones and get your provider to delegate 
to you.
